Alert email sensor observation times should follow asset location timezone
Sensor observation times are included in the emails with the timezone of PST. These should be reported with respect to the project time zone, EST or EDT depending on whether we are currently in Standard or Daylight time.

Currently, all data alert emails show trigger timestamp in PST. As clients are referring to these emails to know when alert thresholds have been exceeded it is important to show trigger times in the timezone of the asset.

Dummy sensor data is good but it's static and doesn't update. We need a dynamic dummy data source. We can control the type of data (piezometers, load cells, temperature, RH, rain fall, etc.) and control the update frequency (hourly, daily, etc.).
